It gives me great pleasure to come to Shenzhen and attend the case study on new energy industry hosted by the National Policy Research Institute. In the morning, I saw the experiment of the product. In the afternoon, Chairman Chen Maogao and Secretary-General Wan made a wonderful speech.

Secretary General Wan made a detailed introduction to the industry, so that we understand a lot of situation, Chairman Chen made a comprehensive introduction to the technology, so that we understand a lot of scientific and technological knowledge. I feel that South China Energy Development Co., Ltd. has the spirit of innovation. Guided by science and technology, it has developed the latest and best alternative energy to develop the alternative oil energy, high clean energy saving environmental protection energy and renewable energy business, and has successfully developed the high clean gasoline energy saving core additives and high clean diesel fuel core additives. I also feel that South China Energy has a sense of social responsibility, in the enterprise's own development at the same time to advocate care for society, to accelerate the construction of resource-based, environmentally friendly society to make their own contribution, all these are in line with the scientific outlook on development spirit, in line with the speed up of economic transformation and economic structure adjustment requirements. Among the comrades present today are several industry experts. They will share some views from a professional perspective. Let me talk about the development of new energy under the background of green wave from a macro perspective for your reference.

At present, the green wave, dominated by the new energy revolution and low-carbon economy, is sweeping the world. Following the industrial revolution in the 18th century and the information revolution in the middle of the 20th century, it will produce a huge shock wave of extensive and profound changes to the development of the world and the progress of human civilization. It is a revolution in the idea and mode of development, and will promote the technological upgrading and industrial upgrading on a global scale. We will accelerate a new round of international economic restructuring and industrial transfer, profoundly change the human mode of production and way of life, and restructure the international economic landscape.

There are several reasons for the rise of the green wave:

1. The bottleneck of fossil energy and the moral of ecological environment deterioration

The scale of the global economy is unprecedentedly expanded, and people enjoy more material civilization. At the same time, the environment will continue to deteriorate. The over-development and consumption of resources, the massive emission of pollutants, and the massive burning of fossil fuels have produced greenhouse gases, leading to the global resource shortage, ecological deterioration and environmental pollution, and even the epidemic of diseases. In addition, due to the excessive emission of carbon dioxide, global climate change has also become a concern of various countries. This forces governments and enterprises of all countries to take measures to support the development and application of new technologies, intensify efforts in energy conservation and emission reduction, promote circular economy and low-carbon economy model, and achieve sustainable development.

2. Strong driving force for the replacement of leading industries and competition for new markets

Looking back at the history of the world economy, the economic growth cycle is closely related to the technological revolution. The economic growth force is mainly derived from the major breakthroughs in new technologies, which are actively transformed into new products, new industries and new markets.

In the late 1990s, telecommunications and networking services and related services came to the forefront, along with new materials, new energy, advanced manufacturing and other technologies, as a powerful engine for the sustained and rapid growth of the world economy after World War II. However, since the beginning of the new century, with the maturity of technology and its continuous expansion in the world, the monopoly of developed countries such as the United States, Japan and Europe, especially multinational corporations, and their sense of competition have declined. In this case, the financial giants led by the United States tried to take the virtual economy as the new driving force, but it turned out to be a flash in the pan. The bursting of the false bubble led to the global financial crisis.

To overcome the international financial crisis, in addition to some palliative measures, the key is to create a new industry of hundreds of trillions of dollars of real economy to drive the world economy out of difficulties and become the leading industry of a new round of economic growth. Compared with other industries, only the new energy industry cluster has this condition. New energy and its products cover a wide range, involving industry, agriculture, transportation, service industry, public facilities, families... Almost all fields; It covers the whole industrial chain of energy, materials, equipment and consumer goods. It can not only drive the upgrading of traditional industries, but also form new industries.

3. National incentives and effective cooperation have provided impetus.

At present, strengthening cooperation and competition in new energy technologies, solving greenhouse gas emissions and ensuring energy supply have become the common goals of all countries. The distinctive feature of new energy and low carbon technology innovation is integrated innovation around commercial application. New energy and low-carbon technologies can be extensively integrated with information, new materials, biology, nanotechnology and advanced manufacturing technologies, so that these high technologies can not only provide platform support for their creation and development, but also provide broad space for the development and application of these technologies.

Unlike in the past, the new energy revolution and the rise of low-carbon economy are driven by both market and public interests, and even social benefits outweigh economic benefits. Therefore, the active participation of the government is a crucial factor in the rise of the green wave.

At last year's Central Economic Work Conference, this year's special seminar for provincial and ministerial leading cadres, and the just concluded two sessions, General Secretary Hu and Premier Wen stressed the need to accelerate the transformation of the economic development mode, adjust and optimize the economic structure, vigorously promote the economic development mode into the development track of innovation-driven and rebellious growth, and proposed to vigorously cultivate strategic new industries. We will vigorously develop new energy, new materials, energy conservation, environmental protection, biopharmaceuticals, information networks, and high-end manufacturing, and gradually turn strategic new industries into the leading force for sustainable development. Make green energy the number one priority.

The rise of the green wave will have a major impact on the economy, society and international pattern, and the development path of the world will undergo major changes:

1. Will change the past single, one-sided, extensive, quick success, resource looting and environmental destruction of the growth model, and promote the coordinated and sustainable development of economy, society and ecological environment.

2. The low-carbon economic structure will accelerate the transformation of traditional industries and the rise of new industries.

3. Harmonious ecological environment construction between man and nature will become the main melody of urbanization.

4. Green, health, energy saving will become the main theme of people's life concept and way.

5. International relations will take on a new pattern of competition and cooperation.

The green wave will inevitably accelerate the globalized transfer of technology and industry, leading to a new round of international economic competition. Climate change and ecological environment issues are and will continue to rise as the focus and hot issues of diplomacy.

Therefore, we should seize the opportunity of green wave and vigorously develop new energy. In the face of the global green wave, our country not only faces serious challenges, but also has the advantage of riding the momentum, opportunities and advantages are greater than difficulties and challenges on the whole. First, it has established the overall guiding ideology of the Scientific Outlook on Development, which is fully in line with the current world development, especially the trend of the green wave development. Second, after many years of efforts, the transformation of our development mode has entered the critical period, which is just consistent with and integrated with the green wave. If the policies are properly implemented, the transition will be accelerated and a development model in line with the global trend will be formed. Third, over the past few years, China has established some foundations and conditions for the development of new energy technologies and industries, energy conservation and emission reduction, circular economy and low-carbon economy. In particular, a large number of advanced scientific achievements have been made, such as the advanced scientific achievements we see today in South China.

In recent years, on one hand, with the continuous and rapid development of our economy, the demand for oil and gas increases sharply, and the energy security, especially oil security, has been paid great attention. China's dependence on crude oil imports has increased to 55 percent, 15 percentage points higher than the international warning line. With the advent of the automobile society, now cars are popularized in big cities and entered into families, the consumption of refined oil products rises sharply, and the import of crude oil will also rise again. Therefore, it is necessary to actively seek and develop alternative energy sources to alleviate this grim situation. On the other hand, the current international community's understanding of climate change tends to be consistent. Many countries take the development of new energy as an important measure to cope with climate change and achieve sustainable development. Our country has also intensified efforts to save energy and reduce emissions.

At present, China's new energy companies are developing rapidly, and there are about 50 listed companies involved in new energy concepts. From the characteristics of our energy structure, the increasing lack of petroleum resources, and the long-term consideration of ensuring national energy security, our methanol gasoline, nano diesel industry should become a good solution to this severe situation, therefore, we should step up the promotion of alcohol ether fuel, drive the development of energy, chemical, automobile and other related industries, and create new economic growth points. However, from a national perspective, the understanding of the status of this industry is also very insufficient, the policy support measures for this industry is still ineffective, and the investment in research and development of this industry technology is generally insufficient. So we need to continue our efforts in these areas.

1. Formulate a national strategic plan for the methanol industry to further improve the awareness of the society. Relevant competent authorities should, from the perspective of ensuring energy security and healthy and rapid development of the overall economy and from the national interests, list the methanol industry as a key industry implemented in the national and local 12th Five-Year economic and social development plans.

2. Formulate methanol fuel product standards and application standards.

The National Standards Committee last year published the national standards for methanol, methanol gasoline M85 for vehicles, which has begun to be implemented. At the same time of formulating and introducing standards, supporting standards and specifications such as additives, production, transportation, storage, filling and use of methanol gasoline should also be formulated and introduced to clarify the responsibilities of the government's alcohol ether fuel production enterprises, methanol gasoline storage and sales enterprises.

3. Include methanol gasoline and low-carbon diesel into the category of clean energy, so as to provide policy support and obtain relevant subsidies.

Because the new energy industry is an industry with big risks and large investment, even in developed countries, it needs government support to develop and grow in the early stage. Therefore, the initiative of the private sector and enterprises is not enough for the state to deal with such a big event in the energy industry. It also needs the strong promotion of the state. In terms of standards, regulations, demonstration and market access, we should keep up with the situation of social and economic development and market demand. Demonstration work will be carried out in key areas so that it can be popularized on a larger scale in the future. The state should formulate corresponding supporting policies and regulations, and take necessary preferential measures to reduce the product price, tax, investment and other aspects of the fuel to promote the overall healthy development of methanol fuel.

4. Support leading enterprises

Combining the hand of the market is far from enough. The visible hand of the government plays a vital role. We should cultivate independent national enterprises like Huanan Energy, increase support and cultivate high-quality entrepreneurs with strategic vision. In the process of supporting leading enterprises to grow bigger and stronger, we will give preferential policies in terms of fiscal, tax, financial and project approval, and focus on solving problems that cannot be solved by the market.

5. Integrate industry resources

Industry association is playing an increasingly important role. Every industry in developed countries has its own industry association, and it is very successful. I think it is necessary to strengthen the role of the national Committee on alcohol ether fuel and alcohol ether clean vehicles, strengthen its functions, formulate comprehensive strategic planning for alcohol ether industry, implement industrialization strategy, formulate industry technical standards, disseminate industry information, exchange industry experience, standardize industry behavior, and strengthen the publicity of methanol fuel. Association unified organization to expand the domestic market, enter the international market in the future, participate in international competition.

6. Enhance the independent innovation ability of enterprises

In terms of independent innovation, South China Energy has done very well. It is the only one in China and the only one in the world. It has its own core mother liquor, a fist product with intellectual property rights. Now the central government stresses that independent innovation should be taken as a central link in the transformation of development pattern and economic restructuring. Only scientific and technological innovation can realize our industrial revitalization. In the long run, an enterprise with strong vitality should also form its own brand, strengthen the construction of professional personnel for industrial research and development, establish a certification and incentive mechanism for innovative talents, and strive to form an industrial chain and industrial cluster.
